Austin Holmes is the Chief Executive Officer of RallyX, leading a portfolio of companies across the defense, healthcare, construction, and transportation sectors. Starting as an Operations Auditor with the United Nations, Mr. Holmes’s career spans international disaster response, governmental coordination, humanitarian crises, and private-sector leadership. After nearly two decades of experience in Haiti, he is recognized by U.S. Government stakeholders for sound operational judgment, personal integrity, and delivering results where conventional approaches break down. In February 2026, he was invited to testify on Haiti's security and humanitarian conditions before the U.S. Senate Appropriations Subcommittee on State, Foreign Operations, and Related Programs.

Mr. Holmes’s engagement with Haiti began just before the 2010 earthquake. In the earthquake's aftermath, he transported relief supplies and led emergency response and reconstruction efforts. He directed the response to Hurricane Matthew in 2016, delivering food and supplies to over 757,000 Haitians. After the 2021 earthquake, he led operations that reached more than 341,000 individuals across 389 communities in Haiti through partnerships with USAID, the U.S. Department of Defense, and Haiti's Department of Civil Protection. His humanitarian work extends throughout the region, including hurricane response in the Bahamas and the Turks and Caicos Islands.

More recently, Mr. Holmes has become a trusted partner for high-risk operations in Haiti. Between 2020 and 2024, he coordinated with the U.S. Government agencies and Haitian authorities in the recovery of 47 kidnapping victims. Building partnerships, he helped establish a technical school that trained more than 500 Haitian students, over 80 percent of whom secured employment after graduating. Mr. Holmes also facilitated international capital with local economic growth, until the deepening crisis led him to relocate from Haiti in 2019. Mr. Holmes expertise in Haiti's political, economic, security, and humanitarian landscape makes him well qualified to serve as the U.S. Ambassador to Haiti.

Mr. Holmes earned a BA from Furman University, an MBA in International Business from Nova Southeastern University, and is a doctoral candidate in Transformational Leadership at Southern Baptist Theological Seminary.  Based in Jacksonville, Florida, he is an active contributor to the region's civic and economic life.
